In the report, the organizers formulate three key demands: The Federal Government should focus on combating hunger and poverty, providing more support to the least-developed countries, and not subordinating development policy to migration control. Both organizations criticize that development cooperation is increasingly coupled with the withdrawal of migrants.

In the center of action of the Federal Government are no longer the countries in which the need is greatest, but the countries of origin of the refugees, "even if there are certainly some intersections," said Mogge. Thus, among the ten main recipients of German development funds, Afghanistan is the only real developing country.

From the point of view of the organizations, the mixing of domestic and development policy is also problematic. In 2017, of the 22.18 billion euros in German development funds, almost a quarter was spent on refugees in Germany. "Development aid should not be exploited for domestic purposes, and border security measures should not be labeled as development aid," says the "Compass 2019".

Hard to reach goals

The analysis also addresses Germany's commitment to spend 0.7% of gross national income on the development of poorer countries. Germany was at 0.67 percent in 2017, because the federal government has included the 5.37 billion euros in refugee costs. In contrast, only 3.62 billion euros of the funds went to the least developed countries, the so-called Least Developed Countries (LDCs). Here, a redeployment of resources must take place.

The report was approved by the German Development Ministry. Quite rightly, he warned that the poorest need the most support, explained Minister Gerd Müller (CSU). "We must therefore continue to expand our fight against poverty and hunger, especially in the least developed countries." He wants to engage in the budget negotiations for additional funds and planning security for the next few years. "All this is only with sufficient financial means," said the Minister with regard to the developmental demands of aid organizations.
