The central point of the discussions is likely to be the disappointment of Tehran over economic relations and the lack of implementation of commitments. Iran had hoped for a boost with the deal. But with the US leaving the agreement and new US sanctions, many companies are shying away from doing business with Tehran because they can not do business with the United States anymore. Higher uranium enrichment as next level

Iranian President Hassan Rohani regards any violations of the agreement as appropriate. He argues that since 2015 Iran has kept all the conditions of the deal, but not the other. In particular, the economic aspects of the agreement that would benefit Iran, which should be made possible by the lifting of sanctions, were not met. Therefore, according to Rohani, it is legitimate for Iran to downgrade its obligations.
Rohani keeps his back door open
Rohani, however, has kept a diplomatic backdoor open. Iran is flexible, the president said. Tehran will not do anything that can not be reversed. If the five states did not implement the Vienna Agreement in accordance with the treaty, Iran would gradually give up its obligations. "If it does, we'll fully return to the deal," the cleric explained.
